Ik Hyeon is a corrupt customs officer involved in drug dealings and hooks up with mob boss Hyeong Bae to sell drugs. Together they expand the mob business with their own connections and strengths, but when the government declares a war on crime, the two partners get entangled in a web of conspiracy and betrayal.
